If passed by Congress, the Schumer bill would prohibit public entities and insurance providers from using waiting lists, screening people out, or taking any other action to restrict people with disabilities from receiving services at home or in their community.

Americans with disabilities deserve option to live at home.

SYRACUSE, N.Y. – U.S. Sen. Charles Schumer stopped in Syracuse on Monday to tout his legislation that would promote independent living for Americans with disabilities.

Schumer, D-N.Y., visited ARC of Onondaga to discuss his Disability Integration Act of 2015. The bill would guarantee anyone eligible for institutional care the option of receiving the same services and support at home, or a setting of their choosing.

Arc of Onondaga provides services to people with developmental disabilities at nearly 40 sites in Central New York, including residential, day, employment and recreation programs.

Schumer said his bill would also ease the financial burden for those who are now paying high out-of-pocket insurance costs for in-home services and support.

“Individuals with disabilities have the right to live independent, fulfilling lives amongst their families and friends,” Schumer said. “But right now, they are often denied the kind of at-home services and supports that then keep them in institutional settings, far from their loved ones and communities.”

Schumer said his legislation would strengthen the landmark Americans with Disabilities Act signed into law in 1990.

If passed by Congress, the Schumer bill would prohibit public entities and insurance providers from using waiting lists, screening people out, or taking any other action to restrict people with disabilities from receiving services at home or in their community.

Schumer’s bill has four Democratic co-sponsors, including U.S. Sen. Kirsten Gillibrand, D-N.Y.
